Potential Civs for the map
I want to hear suggestions for what potential civs there could be. My current ideas are here:

I would like to see yours!

Possible special unit could be the Fresh Spawns, which replace warriors, and cost 1/3 as much production as a normal warrior.

Cave Goblins should be a civ. Man but I loved the quest line... Check out their actual name though, was something with a D.
They were called the Dorgeshuun, but i think Dorgesh'kaan (their city) should be a citystate

If you're going for the tradition of great empires that Civ has, and trying to remain true to RS lore, you should consider making diety-based civilizations. For example, the Kingdom of Forinthy which was essentially a civilization created by Zaros and his worshippers based in what is now known as "the wilderness." There were alot of other civilizations based on specific gods, which would work really well for this map. I'm actually working on a God War's scenario based on this map (which I will release to the public with your permission of course), but to just have general civ mods for this map would also be really cool.

How about the actual countries of Runescape, Misthalin (capital: Varrock), Asgarnia (capital: Falador), Kandarin (capital: Ardougne), Morytania (capital: Meyerditch), Fremmenik Isles (capital: Rellekka), Kharid Desert (capital: Al-Kharid), Tirrawn (capital: Priffindas) and Karamja (capital: Shilo Village).

Other additions being City-States.

I think Cave Goblins would be a bit tricky, and not really Ideal as a Civ personally. (They'd make a better City-State if anything.) That Said, the Dwarves should be a playable Civ. (Maybe I missed them on the list of ideas already)

One thing I do hope is that you add Runescape Religions to the game. I want to conquer the World in the name of Zaros!

So far I have made around 6 civs based on the google doc above, and I plan on adding the dwarves with the Kandarin Civ (the civ that Aradougue is in). I don't plan on making the cave goblins a Civ or a City State, since their kinda underground

I've hit a wall in the code with a bug, and so I might add the 6 civs I have right now individually to the workshop and return when I have time again to finish the civs and, for example, add religions.

In fact, once I finish the civs, the first thing I would do after is add religions, as it seems to be a simple picture for the symbol and a default name.

Capital: Keldagrim.
Leader: King Veldaban.
Special: The Mining Consortium. (All sources of gold, iron, copper, coal and uranium yield more than usual, units aren't slowed down by hills)
Unique unit: Dwarf multicannon. (Can attack further away than the cannon, which it replaces)
Unique building: Statue of King Alvis.

I didn't have any ideas for the unique building's traits, but I hope you can think of something.

The only problem with the idea is that ingame they are majority underground, so it would be hard to have their starting zone anywhere

I would think it would be cool to have the dwarf cannon attack twice a turn tho ;D

I would love an upload of the Civs seperately. As for religion, that would be simple, though it would be nice to add various beliefs that fit as well. (perhaps some that unlock religion specific units/buildings, etc) Basically, give options that help custom fit the religion and make it matter.
Like, a belief meant for Zamorakians to get that grants reqruitment of demons, or Saradominists haiving some Hapiness bonus with each city that follows the faith.

I wish I could help, but my ability to "Mod" a game is restricted to screwing around with files in my old Total War games, or adjusting weapon stats in the G.E.C.K. for Fallout 3. :/

Might I suggest that the river become actual rivers instead of inlets.
