some papal attires doesn't check for existence of papal state
Such as cfp_religious_catholic_cardinal_clothes. When this Head of Faith stops existing (from dismantling the papacy), the mod would spam error log because it's checking for the councilor for this title.

Please add exists = title:k_papal_state.holder. Thanks.
