Stacking the buildings modifiers is also a vanilla issue. You can for example hold Constantinople, Baghdad, Paris, Jerusalem and so on to stack the modifiers provided by the special buildings. You can also stack the vanilla universities, but it’s a bit harder to get the necessary development everywhere. Personally, I don’t think it’s fun to go that overboard and stretch your domain so far to mini-max.
Of course, the issue is even more present in COW2 since you can have your entire domain consist of Metropolises and stack all of the buildings’ modifiers together. This mod was never intended for the type of players that will cheese everything they can to stack all the modifiers. Anyway, I’m going to introduce a limit of max 3 Metropolis holdings in your domain. If you have more than that then all the unique Metropolis buildings will be disabled.
