How To Get Goering into Power Without GCW or Burgundy?
The only methods I know of to get Goering into power are to start a civil war or to elect him, which inevitably results in either a civil war or the creation of SS
Burgundy. I can't select him as successor, and selecting Bormann (The only option given) doesn't do anything.

Upon further testing it seems impossible to appoint literally anyone.
Probably a bit late, but I think you have to adjust Hitler's trust and influence. Goering already has pretty high influence IIRC so you just need to get Hitler to trust him, and if that doesn't work you need to make Hitler not trust anyone else. I think if everyone has the same trust levels the person with the highest influence will get the successorship, and that should be Goering.

The only thing I know for certain is you have to make sure Speer knows his place in the event as well as preventing Eva Braun from speaking. Those are the only things I can remember so far.

I'm able to get Goering into power in the aftermath of Hitler's death, but I seem completely incapable of appointing anyone beforehand like in previous patches. The only options I'm ever given are for Bormann (Which just gives Hitler the Cornered Fox trait), and nobody.
