This squamata was easier to make it forged by Roman blacksmiths than to draw it in 3D LOL

Historically, phalerae were also assigned to entire cohorts.
To every soldier.
Although I have never seen it in any historical reconstruction.

As far as I am aware, Phalerae were awarded both to individuals and cohorts for acts of bravery, and it was certainly not limited to centurions. Individuals would wear them at least during parade and quite possibly during battle.
As for why, showing of your personal valour to your comrades distinguishes yourself from them and may motivate them to similar deeds of valour.
Edit: We have accepted relevant feedback and have edited praetorians to have campaign dress but at this time we feel the mod pack is complete and will no longer be editing things unless they are bug fixes so feedback is closed.
