Hello, I'm currently in the middle of a Korean playthrough, I started in 56 and the year is currently 1214. I noticed in my previous playthrough as Japan that lasted until 1450 that the AI is seemingly unable to form Mongolia, I even tagged over to the Khalkha AI nations to see if there even was an decision but there are none, only Yuan and the decision to form the Mongol Empire itself is available. The Wiki lists requirements to form the nation but even completing all of them doesn't make the decision appear. Is my game bugged? or am I missing something.
