There are progressively worse modifiers like Empire Declining and Empire Fragmenting that are quite hard to get rid of. By dividing the empire you can get rid of these modifiers and save yourself. If you don't have these modifiers, there's indeed no sense in splitting Rome.
Pax Romana is a mixed modifier that has quite a lot of negative effects. There isn't really any other way to get rid of it and even though ending Pax Romana gives you an even worse modifier, that modifier can be gotten rid of by restabilizing the empire. However, Pax Romana is not really meant to be ended by decision, as I too think that the maluses outweigh the bonuses, but I though it would be nice to have the possibility.
