As Rugii, havent had a chance to Reform Government
On the Wiki it mentions this for reforming government to Feudal Monarchy:

Reform Government (2-467)Edit
Requirements:

At peace
Administrative Power of at least 100
One of the following must be true:
is in the Christian
is in the Muslim group
is Jewish
is Zoroastrian
Upon Enactment:

Lose 100 Administrative Power
Lose 1 Stability
Type of Government Changed to Feudal Monarchy


But ingame i require Reformed Religion or Adopted Feudalism along with needing Economic, Innovative and Administrative Idea group and i would also lost 5 stability and require +3 to do this.

But shouldnt i be able to reform governent as mentioned above? Currently it is year 487 but i believe it was always this restriction. My Vassels are already Reformed government :(

What is your government? The Wiki seems to be missing the requirement of the government being barbarian tribe.

Oh Thanks Qweytr, i was Tribal Monarchy. And was thinking of trying Tribal Federation and Tribal Desp. I wouldnt of thought of going back to Barbarian Tribe.

Edit: Barbarian Tribe is greyed out for me :( The Requirements X does not mention anything

You can't change to barbarian tribe from other tribal governments.

Could this be fixed for a future version? But for now is there a way i can revert to Barb tribe?

So looked into the files, To do a Tech reform as a barbarian nation you can be either of the 4 barbarian government types, and to reform into a feudal monarchy you need to be a barb tribe.

So you should always Tech reform before you do a government reform otherwise you miss out on changing tech tree.

Should it be that any Barbarian government can do a government reform?

The non-barbarian tribal governments should not be able to reform any sooner that they can now. And there should be no way for them to change into barbarian tribe either.

Thanks, i'm guessing this is because it can effect other nations that pop up during the game.
I managed to form Germany in 560~ and i still have all the Rugii Traditions. Is this because it was formed too early? As there is no mention of warning to not form it early.

Forming Germany doesn't change your ideas regardless of the date.
