Ironically the reconquest of Rome by the Empire was what ruined the city for almost a millenium. There were no massive construction projects undertaken in Rome by the Empire at this time. Only a few churches, likely funded by the Pope.
Still, I'm happy for getting suggestions for new events and if people don't want to take a risk of wasting their efforts on events I don't want to add, anyone is free to ask whether or not the events they are thinking of would be good.
In general flavor events that are more focused on the narrative on the description than the effects of the options are more likely to get added.

Requirements: At war with Japan, has modifier "The Japanese Invasion", controls Gyeongju, Sangju and Jeju
"While our men are prepared to fight to the death, we can spare equipment to fortify the southern coast. Our subjects recommend defending the trade centre of Gyeongju, the tactical point of Sangju or the island of Jeju."
Option 1: We shall fortify our old capital and defend our economy. : Add Bastion in Gyeongyu(2745)
Option 2: Sangju is a key point holding the entrance to our lands, we must keep it safe : Add Bastion in Sangju(736)

Requirements: At war with Japan, has modifier "The Japanese Invasion"
"We have made the mistake of sending admiral Yi to exile, and with the nation at crisis, we need a military genius like him. The conservative council is not fond of having him in command, but our navy is in need of his help."
Option 1: "Reinstate him into chief commander of the national navy. He will lead our men into prosperity." : Gain 6/6/6/4 admiral Yi Sun Shin, lose 200 diplomatic power, gain national modifier "Admiral Yi in service" for 5 years (+10% Ship durability, +10% Heavy Ship Combat Ability, -5% Global ship recruit time)
Option 2: "We cannot have him in charge of the navy and cause problems. Put him in charge of land garrisons." : Gain 3/2/4/1 general Yi Sun Shin, lose 100 diplomatic power, Gain national modifier for 5 years "General Yi in service" (+5% Infantry Combat Ability, +5% Morale of armies)
Option 3: "Find somewhere else he can be of use, somewhere he can't cause any more tantrums within the council." : Gain national modifier "Yi Sun Shin in service" for 5 years (-5% Construction costs)
Option 4: "The refute is far too strong. We shall find someone else to lead the navy along the council's requests." : Gain 200 diplomatic power
- The vanilla timeline has plenty of flavor as it is. The new events should be focused on getting the added bits of the timeline to the vanilla level of flavor.
- Events can not grant military access.
- Events should not do things like create alliances or declare wars except in some exceptional cases. In general those should be left covered by the diplomacy mechanics of the game.
Sure, I'll try to get Korean history before 1444, but for that to work "Korea" from 918 to 1392 has to be named Goryeo, the preceding dynasty to Joseon. I'll specify this stuff a bit later.

Triggers:
25% chance to tirgger between 60 and 70, is Rome, owns Roma, Roma is the capital.
Description:
"A sudden fire has erupted outside the Circus Maximus, it quickly spread through the narrow, wooden streets of Rome. It has after 7 days of horror engulfed over a quarter of the great Imperial City and left thousands of people homless! What should we do after this disaster?"
Option 1: "Rebuild our sacred capital and give it's people refugee until it has been remade greater than it ever was!"
Loose money, gain 12 prestige, Roma gets +3 tax, +3 production and +3 manpower, get national modifier "costly rebuilding" for 5 years [causes -25% national tax modifier, -15% manpower modifier, national unrest +0.50]
Option 2: "We can't afford this, leave it be and move the court somewhere else!"
Roma loses -5 tax, -5 production and -5 manpower, lose 20 prestige, gain 2.00 unrest, Roma is renamed Latium, capital of Roma is renamed Ostia.

Triggers:
Is Rome, has truce with Parthia/Sassanids, year is between 95 and 195, owns Roma, Carthage and Alexandria.
Description:
"Our troops have returned from the barbaric scoudrels in the East. They have however not brought peace, but rather a deadly pest with them!
Option 1: "May the Gods have mercy..."
Lose 1 stability, Roma loses -2 tax, -2 production and -2 manpower Roma, Carthage and Alexandria get provincial modifier "Antonine Plague" for 10 years [causes unrest +2.00, national tax modifier -50%, local trade modifier -50%
