Report a translation problem
I've just re-uploaded it to (hopefully) force a Steam update from my end. Please unsub/resub again and let me know if that's resolved the issue for you.
I've done some basic testing, only thing I notice was the options for "Random Spawn Levels" and "New Building Historical" were not sticking. Wasn't sure if I needed to click something to save the settings or not, so, could be operator error. (i.e. me.)
Also, I don't 100% trust this map as well, it's a legacy map, and there are other issues on it like boats don't show up anymore. I'll do further testing when I get a chance in a more reliable way.
I am hoping to get the variety of styles and levels while using the monuments. One of them maxes land value and that pushes everything to 5, so, that makes this mod attractive for some of the asset sets I want to use.

The map's history is, I keep a copy of the old 1.0 Skylines, and I will sometimes play it 'really vanilla' for the challenge. I was quite proud of my self, I actually got the traffic and train systems to work. Then I wanted to upgrade Skylines it to the modern game and slowly add DLC content.
(All my mod tests are with Airports, I don't use any mods on the old version, they won't work)
I only had FPS Booster, Loading Screen and Daylight Classic mods with their dependencies running on it to make it feel the same.
After some restabilization work in the city, I got the map working on Airports, and started adding areas, but then the boats stopped working and I realized something in the upgrade messed up the edge connections.
For the test:
So, the log contains some of that mush, so, I just wanted to point all that out so it would make more sense what's in the log.
For this test, I am running only ABLC and Harmony from the workshop after your update.
What I was doing was testing one of the districts and changing the levels. Now that I think about it, I will include that map. I never added any DLC content, so, it's still vanilla (Airports)
I was using this old map as it's the most developed map I have right now, I lost some of my others by accident. I've been collecting mods and assets to build a much greater detailed map. I've been moving them off of the Workshop folder since that rips Skylines apart from the inside.
