strange that no one seem to be bringing this up, but when tasks are created on a different level (e.g. digging in basement), unless we specifically move each and every of the colonists to that level, they won't pick up the tasks.

not sure how complicated it is to fix this, but it'll certainly be a great improvement for quality of life.
