Megalodons

Never seen a baby yet... nor do they have the pack bonus and bleed attack. They just rare?

I would also like to have some confirmation on this. Been searching for hours. Tons of shark packs but no babies.

I would assume they are just really just like dolphin babies

They are rare and babies also get targeted first by other predators so it can be quite a challenge to get some. Also the Megalodons are pre-TLC so no pack bonus.
