Slot and Stats
I personally think that the molotov should be in the secondary weapon.
Kind of like the gas passer?
My idea for stats are.

+when direct hit 25 health lost
+Fire damage over time
+lingers on the ground for about 8 seconds
-recharge time is 1 minute, and when you get a direct hit it is 30 seconds
-Only does DIRECT HIT damage to pyros
What do you guys think?

i actually like the stats you came up with my only issue is that it would completely over-shaddow the gas passer and thats not because the stats you came up with are too good its just because the gas passer is not really good so i would either one make it so your stats just dont have the lingering gas or valve needs to make the gas passer better P.S. im not gunna lie this would work pretty well as a reskin of the gas passer i just hate reskins so im not up for it

Maybe it would be a melee weapon like the ullapool caber, but instead of exploding it sets the user and the hit enemy on fire? alt fire throw it perhaps?

I'm gonna have a weird take on this, but I'm going to go away from lingering fire

Low damage explosive projectile with a radius 50% wider then a rockets with the arc of mad milk or jarate

+ 25 direct hit damage
+ Low splash knockback
+ Lites all enemies on fire for 7.5 seconds
+ Direct hit cause target to bleed for 5 secs
+ Recharges after 10 seconds
+ Recharges with fire damage (400)

This makes it more of a contact explosive more then area denial, the way that damage adds up it 60 fire dame, 40 from bleed and 25 from the direct hit Is a clean 125, killing an unattended light class. Similar to some flare guns ability to cover areas with a burst of after burn, this dose it to a greater extent but less often, and the bleed giving it better single target damage but not an instant death sentence either

Now that pyro can cause to Dots over a farther distance, its fair to make it difficult to spam, the spawn rooms my be an issue, but same could be said for most towables. Would love to see pyro join the Glass Breaker Club. I hope this gets across the right I intend it, I only mean well for this game

I honestly feel like this would be better as a Heavy Secondary to give him a alternative damage style (to combat Vaccinator Medics and maybe combo with the Huo-Long Heater)

Basically Similar to the Mad Milk/ Jarate but with the affecting causing afterburn.

It would also Crit Gassed Players.

it should be a throwable melee. m1 would just swing it. for balancing it would have a 15% damage vulnerability on wearer. it would have a shorter range, faster swing speed, and like a 40% damage penalty. m2 would throw it. when it's ready to throw the cloth would be on fire. it would leave a puddle of fire that would be big at first and diminish until it's gone, and if you throw it and it hits someone directly it would give like 4 seconds of bleed. it would have a 20 second cooldown until you could throw it again, during which you could still swing it. the cooldown wouldn't be able to be reset/skipped even if you resupply. the puddle would be able to be extinguished by all normal means.

this weapon would be in the secondary slot. when tossed, it creates a large pool of fire that lingers for a few seconds wherever it lands.
