1919 start - why is Poland getting puppeted by Germany when Russian-Communist civil war ends?
It's not a matter of the war score. I was at peace, yet when the war ended, I was made a puppet as Poland. This happened every time the war ended. I completed the Polish Victory focus, getting me out of the war with Communists and still got puppeted.

AND WHY AM I GETTING PUPPETED BY GERMANY WHEN GERMANY ISN'T EVEN A SIDE IN THIS WAR?!
