Buildings not instantly built despite option enabled.

Like it says on the tin. I want buildings to skip the construction and plop/appear fully built. I have the options selected. Some assets do skip the construction plop instantly and some don't. Are there any known conflicts which cause this issue? Is it an asset thing? Apologies in advance if this is a resolved issue.

Mod such as Real Time would be the first thing I'd check, as it does sound like a mod conflict issue.
