Cohort Organisation - no Velites

I'm playing GC as Rome, i have researched the technology "Cohort Organisation" . When upgrading my units the Velites upgrade to Vigiles. Now no matter what barracks i have i cannot recruit Velites anymore. They have completely disappeared.

Anyone run into this bug? can anyone suggest any fix?
