I would say yes OP, not necessarily yes cheat. It is quite OP, since it costs a small amount of Steel for a huge amount of resources. But if you leave everything at the default settings, I wouldn't consider it a cheat, since it has a limited lifespan and you can't place it just anywhere.

It depends what you configure it as tbh lol. If you are against it why use the mod at all then lol. I find I have to use it as steel and components are so rare to find. When you have loads of mods that require it, you have to use them or it makes the game tedious to play a lot of the time. I made it 50/50 chunk to resource chance, with gemstones being a very small chance and then the rest is just steel, components etc. You will have to tweak it to make it fair and not to restrictive. Once you have it set right you can just leave it like that and it will be the same for every playthrough.
