So I managed to reform the HRE and now I have an Imperial Expansion modifier that gives me -8 public order and -95 diplomatic debuff with every faction. This doesn't seem to go away. The description says "Only one independent region of the HRE remains" which would make sense only if the empire was not united? I don't even have the UI for the HRE anymore since I passed the last reform, the modifier makes no sense.
