The reichskommissariats just say there are no leaders and when they are formed they crash the game to desktop. it too has problem incorporating the lands demonstrated in the photos

The RKs not having leaders is not a bug, I haven't coded a leader for all of them yet. And it doesn't crash for me. So it's most likely a result of not running the map mod.
