Troubleshooting
Once you've activated this mod for the first time, you MUST close and restart the game.
Many things changed which don't get loaded properly until the next time the game is started.

In case you can't get this mod to work, it's cause is usually other mods or old mods interfering.
So clean them up manually, and also disable prison loading when the game is started:

1. Start PA

2. Click on "Open Save Folder" in Options and quit the game.

In the explorer window which got opened by the game, remove or rename the folder called "mods", this will clean up all old incompatible stuff. The game will recreate this folder if it doesn't exist. It's probably best to unsubscribe from other mods here in the workshop as well, so they won't be downloaded again when you start the game. Make sure you've only subscribed to this CombiPack plus requirements and nothing else for now.

3. Edit the file preferences.txt with Notepad or Notepad++ and make these changes:

V2Gui true
ShowAttractScreen false

The second option prevents preloaded prisons to start when the game starts:
When you load a prison which hasn't been made with CombiPack, it might crash you to the desktop: a default prison doesn't know about Solar Power, so if you didn't use the default power mod to override it, then the first thing in that prison will be total power outage with a cpu spike. If that doesn't crash the game, the altered administrators which now need HeadQuarters instead of an Office might trigger something exotic in the game engine...

4. Save, start the game, let the CombiPack download. Quit the game when it finished downloading. You can also download this mod outside of Steam, simply follow my guide to install mods manually. This might be even better, since then you can rely on WinRAR's error checking to be sure Steam didn't fk up the download. If you do so, then after unpacking the mod with winrar, rename the foldername mods_Murgh_CombiPack_Sneezer to 1917363008
Go into the mods folder of the game, and remove the map with that number as well, to get rid of the old mod if it exists. Then move the new map into the mods folder.

5. Edit the preferences.txt again and set:

Mods "Murgh CombiPack Sneezer"

...including the quotes because the name of the mod has spaces.
Save, start the game, give it some time to initialize all the stuff since this mod is HUGE.

Keep an eye on the debug.txt if you have problems, perhaps it can reveal a cause.
If your machine can't handle it, perhaps some other program is making this happen. Disable things like Discord overlay, the Windows 10 Game Bar, it might help.

Changing graphics drivers may also work. I'm running this thing on Intel HD 4400 with no problem. Nvidia/AMD cards seem to give more trouble than a simple onboard gpu on some systems. Perhaps your system may be one of them. AMD cards had some resident software as well which causes PA to crash.

A fast SSD instead of loading this game from a harddisk, and a minimum of 8GB ram is recommended. If you have only 4GB or less then the available memory might be eaten up very quickly, resulting in the game accessing the windows swapfile. This will severely decrease the pleasure of playing this game due to constant lag spikes.

Due to the extremely large spritesheet, this mod can and will make PA run out of graphics memory on specific hardware when you load several other mods with huge spritesheets.

TL;DR

Open save folder in the game menu
Remove the 'mods' folder in windows explorer
Unsubscribe from all old mods so they don't download again.
Enable only this mod and the add-on mods from the other topic (mod order does matter!)

Follow my new guide:
