No, this shouldn't be a reskin of the Mad Milk. The other style is in a plastic bottle, and you can't exactly throw that and have it shatter on impact. So I will try making new stats for it, and try introducing a new playstyle to the average high-level Competitive Scout since his current one is "Run fast, shoot Scattergun, shoot Pistol if missed." This is because in high-level tournaments like ETF2L, all of Scout's Secondaries aside from the Stock Pistol and Winger are banned, and it would be nice to have at least one more option to choose from.

Unfortunately, all of Scout's other Secondaries share a simple problem: they're too easy to use. For example, Bonk! Atomic Punch grants the Scout invincibility for 8 seconds but slows him down after the invincibility wears off depending on how much damage he has taken while under its effects. Here's the problem: the negative effects take place after the positive ones, which means that the Scout has plenty of time to run away before he gets slowed down, and so will be in a safe place. A simple fix for something like that is having to touch the resupply cabinet after consuming it before regaining it, kind of like the Razorback. This would solve the problem of it being a "get out of jail free" card, and instead require better timing and thinking ahead. I want to avoid making this weapon one of these "easy to use" Secondaries, and so will make the stats based around Competitive play. That being said, here they are:

Choccy Bonk

- Dealing 800 damage will fill "Sugar Rush" meter
- Activate on full "Sugar Rush" to consume and gain +15% faster movement speed, +20% greater jump height, and -40% less accurate shots for 8 seconds
- Consume without full "Sugar Rush" to gain only +10% movement speed and 40% less accurate shots for 5 seconds

If anybody reading this wants me to balance more weapons, feel free to message me on Steam, maybe I'll make a fully-fledged video about it, who knows.

Alt. stats:
Choccy Bonk

charges with time and damage (around 200)
Activate on full and it gives scout a max health boost around 25 HP
On alt fire share a drink with a pal! (increases they're max health by 10HP, can share with enemies as well)
Drink to much in 40 seconds will cause "stomach pain" Slowing you down by 30% for 10 seconds
Drinking will leave you vulnerable for 5 seconds

I like the concept, but I don't think that giving scout a support item is a really good idea. Scout is a pick class which means he flanks the enemy and is meant for single-target elimination, not fighting with his team. Heavy has an item that can heal players, but that's because he plays with his team, right in front of them all, so it makes sense for him to have a support weapon. Scout doesn't, and so he would be wasting time running to his team to heal just 10 hp, or not even do that, and potentially leave someone to die from afterburn or bleeding. Also, 200 damage seems like a lot, but in reality is just 2 enemies, or one Heavy or Soldier. Scout getting a temporary increase to his max health is interesting, but wouldn't really help him, as his job is to kill enemies when they're unaware, or unprepared. The health benefit could be much more helpful to a class like the Soldier or Demoman. Scout's greatest strength is his mobility, not his survivability, so I think improving that would make him more powerful. My suggestion to improve his mobility also takes into account that he would be harder to hit, so I added a 40% increase in his bullet spread to make sure that he doesn't just become an Eyelander Demo, and instead has to either get close to the enemy, or use his mobility to flank instead of fighting. Thanks for the suggestion, it was really interesting, but I think you could improve it if you thought about how it would affect the class' interactions with other players, and how it could feel unbalanced. A good rule of thumb is that if you wouldn't want to fight against it, it's a bad design.

Drink to boost your health over the maximum by 300%. You cannot attack during the effect, but damage taken will channel damage to your attackers as well for 12 seconds. The remaining health over the maximum will deplete quickly after the effect expires. While under the effect, the wearer cannot be healed over it's natural maximum.

Explanation:

For example, you don't die unless you take too much damage which is 500 health. A Sniper can be insta-killed this way if attempts to headshot you. It results to headshot himself as well if you are under Choccy Bonk effect. Hopefully the headshot damage won't be too high so you can tank that damage with your temporary large healthpool. Medics cannot heal you over 125 health until it expires. You are screwed only if enemies stop attacking you as soon as they discover you have drunk Choccy Bonk. This tool will also protect you against the unfair random critical hits and turn it back to the sender. Watch out as only a Spy can kill you during this time, even if he can be killed this way as well if backstabs you.

Imagine rushing into sentry nest after drinking that.

It's suitable to take down 2x Level 3 Sentries at once, but then the Scout dies. The total damage dealt on you when they destroyed is 432, unless one of the Engineers repair at least one Sentry. In a situation like this depending on the Sentry range and the amount of damage taken by the Scout, he won't survive or the best what he can do is to take down one Sentry like this. Even if he succeed, he will get away with around 50-150 health total. If the Engineer attacks the Scout instead of repairing the Sentry, it still destroys the Sentry and damages the Engineer. Frontier Justice may kill the wielder Engineer. If the Scout has less health at the moment when Frontier Justice crit Engi hits the Scout they both dies simultaneously.

Actually, Bonk! Atomic Punch is the worst weapon to complain about, because it's virtually useless. It only serves as a backcapping tool, but it even fails at that due to not being able to cap points or carry the intel while under it's effects. Bonk! is even more useless than the Baby Face's, and that's saying something.

Second, I'm sorry to say this, but your stats are pretty bad. Asking for 800 dmg in order to get slight buffs and a major downside is dumb. To clarify:
The Concheror needs 480 dmg to fill up, and it provides a major speed buff as well as a passive hp recovery that's so good it makes it a top tier weapon. The other banners, the Buff and the Battalion's, both require 600 dmg to fill up (200 less dmg, AKA one Soldier) and provide great buffs that can change the tide of a battle. And these weapons are on Soldier, a class who deals CONSIDERABLY more dmg than any Scout, due to the nature of the class. So, you're asking for a Scout to kill 4 CONSECUTIVE SOLDIERS, only to get a slight jump and speed boost, and to lose all their precision, a Scout's greatest tool. That's a REALLY bad idea. Instead, something closer to the Conch would work much better.
