Prison Chains do not appear or function on certain alien races.
Running into an issue where prisoner chains do not function on certain races.

Races I have discovered with this issue include Moyo, Red Moyo, Chjees Androids, and HAR Mincho.
There are probably more though. No clue why the chains don't show up for them.
