Still missing different text lines and descriptions

after completely killing all mods and resubscribe, there still missing many different text lines & descriptions. And i'm playing with just ST:NC mod now other in the Playset.
Is this issue known by others?

Any ideas?

Please add a Russian interface. There are only exclamation marks. It is impossible to know where the game starts, settings, saving, etc. It is impossible to make out anything.
