Declaring war on Borg
I'm playing as the UFP and, for some reason, I get zero war goals when I try to declare war on the borg, even if I make claims against them. Is this working as intended?

Do you border them? There's some jank with how the game determines (and checks) border status so might just need a few months to trigger.

TBH I want to review those CBs anyway...

to my awareness, you HAVE to border the Borg to be able to declare war. Just as the Borg have to border their target to declare war unless its vassal.

Is that a restriction for just the borg? I don't remember seeing the same thing with other empires.
