ceiling is foundation ini not working?

I copied the ini straight from steam, put it in the right place while the server was down, and rebooted but it is still saying my ceilings need support. i have the ini for the new and old version on is that the issue? if so which do i delete? if not any other ideas? i've used it before with no issues.
