Yea seriously it makes it pretty much a Terrorist win only map because of it. Every competitive game I've played of Agency devolved into 4 Terrorists getting up on the roof and then the last guy just sneaks to CT spawn.

is it me or does it seem like you simply raised the ceiling up preventing them from getting that high, or did you actually put some kind of impassable barrier?
