says missing modules for ship production but when researching everything in the naval tree the ships are still saying they are missing a module. I tried restarting the game again but to no avail. I am playing as hentalia and annex finland then built docks for the ships.

The Anime Countries don't exist when I activate the mod and start a new game,they just don't appear, as if the mod was never toggled to be active.
