Cravers Faction Quest - Chapter 2: Message from a Corpse Quest
There is an option to choose building "Signal Seeker" or another.

When I choose "Build Signal Seeker", there is no building label such called "Signal Seeker".
In normal way, it will show up at building section with disable state at any non-minor system.
When you conquer a minor faction and occupy the system, the state of "Signal Seeker" would be enable.

I tried disable this mod and started new game, do the same thing. "Signal Seeker" showed up.
