My newgame+ reset everything (all of the upgrades, items, and cash)
Is this normal or should everything have transferred over? Because I am peeved off that all of me and my friends' hard work and earnings are completely wiped.

This is normal, but it's not all that bad. NG+ doubles the amount of money you get from props and there are new secret things that start appearing in maps. Check them out, they're pretty cool.
