How do I stop being tribal?
Might be an extremely stupid question with a very obvious answer I'm just missing. I'm a couple hundred years into a campaign as Sotha, having conquered most of Vvardenfell and now I want to form one of the great houses, but I'm required to not be tribal and I can't find either decisions, missions or government reforms to help me out with that. Am I missing something obvious or am I stuck as a tribe until year 700 where I get an event or something?

Hey) I think you might need to wait for an event to pop up around 700-800 years, which might get you an option to form a Great House and switch the gov reform. Alternatively two decisions will pop up in the year of 457 with an options to either continue being tribal or switch your gov to monarchy.
