Also, are you sure, that you are on 2.2.9 version of the mod? We have fixed a bunch of events, that were decreasing the perfomance.
Regarding the force limit, I don't know, I can only assume so since I would think lots of troop movements take a toll on performance. Even before this I did notice a lot of lag during large wars that got better during peace. The lag also gets worse as you progress through time until I got to 414 where it froze. I would say even several decades prior to the freeze it was playable but just barely. I guess events can do it too. Any other optimization ideas? 🤔

Another idea, what if with each new age, there came a penalty to force limit, starting small and growing with each age? It would not be very noticeable or break immersion.
Just tested the save game with Akavir. I am sorry, but I have only faced 2 lags for 1 second in a month. Some months were without lags... in some they were a bit longer... but I played on speed 5 for a year or so with no issues.
I have updated the mod. We reduced the manpower and forcelimit + fixed a bunch of crash issues. Hope it will help in in your next game.
Well, my specs are not that different from yours... I have Intel Core i9-10900, 32 GB of RAM and NVidea 1080...
