This mod is a semi-historical mod created so a balanced game can be hosted by nearly anyone. Follow the rules and get players of equal skill on each team and you should have a fun experience.

Key Features
1) Massive modifications to the game so it no longer lags as much and is much more stable (in MP, SP is not stable)
2) Land combat has had soft attack values reverted to 1.4.2 (soft attack is higher)
3) Naval warefare has been changed so Battle Ships are much more useful and new naval designers have been added
4) Removed alternative history focus trees to prevent memes
5) Template swapping costs 0 xp
6) No general farming

Focus'
1) Spain has a unique focus tree
2) Finland has a unique focus tree
3) UK focus tree has been rebalanced a lot
4) Many minor tweaks to all focus' for balance
5) New Ireland focus tree
6) Bulgaria focus tree

Recruitment Laws and Mobalistion Laws
1) Recruitment laws are changed:
Disarmed Nation: 1%
Volunteer Only: 2%
Limited Conscription: 4%
Extensive Concription: 7%
Service By Recuirement: 9%
All Adults Serve: 11%
Scraping the Barrel: 13%
2) Mobilization laws are changed:
Early Mob: Needs 5% World Tension and 10% War Support to be taken
Partial Mob: Needs 15% World Tension and 15% War Support to be taken
War Econ: Needs 15% World Tension and 40% War Support to be taken
Total Mob: Needs 20% World Tension and 80% War Support to be taken and Germany and Russia to be at war

Economy Changes
1) Building slots are doubled in every province
2) Military factories produce 4 IC per day instead of 5 IC
3) More resources added across the map to make economy more fair
4) 4 refinaries per state
5)

War
1) All doctrines first level is 1 day to researched
2) Soft attack revert to 1.4.2
3) Generals control 72 troops while field marshals control infinite amounts
4) No general farming
5) No tech past 1940 for air or navy
6) Cannot research medium 3's or heavy 3's until 1941 June 1st
7) Land Doctrines:
Mobile Warefare nerf
- 20 org removed from Mobile Warefare for Infantry
Deep Battle Buff
- More org and more recovery rate (still not really viable)
Grand Battle Plan back to 1.4.2
8) AA is now nerfed as the make no plane builds not as strong
9) Kamikaze only does 5 times the normal damage instead of 20 times
10) Tactics swap every 4 hours instead 24
11) Almost instantanious manpower and equipment delivery
12) Tank SPAA upgrade to gun is 5% per level instead of 15% per level
13) Attache's only give half the XP
14) Speed of strategic re-deployment reduced by 40%
15) Bonus to supply from a VP, no matter the level has been doubled

Navy
Naval combat has been reworked as to ensure you do not have to deathstack fleets anymore, carriers are of great importance and naval micro is crucial for a victory
Changes:
1) New designers
2) Minimum day for combat is 20 days
3) Do not engage does not work to get out of a battle (exploit fix)
4) Carrier fighters have had increased stats
5) Carrier naval bombers have 3x the damge to org and strength

Air
Air has been changed as to ensure that air combat is critical but not the winning factor no matter what, they work more closely with your divisions now.
1) All air units cost 50% more
2) 2x the casualties are suffered in the air
3) CAS has been buffed by 3 land attack per level

Country Changes
USA:
The USA has a rougher start than vanilla but towards the end when its economy is fully kicking it is a greater threat than before
1) Has 70 more civlians than Vanilla
2) -5% Consumer goods from War Bonds has been moved to the 1941 election

Russia:
1) PCDI gives war economy
2) Positive Heroism is now worth it
3) 8 more civilians and 1 more mil from day 1

Japan:
1) More starting mils
2) Massive buffs in starting tech
3) Manchuko is a viable ally as a player

UK:
1) Focus tree overhaul

Germany:
1) Focus tree overhaul and modifications to starting templates
2) 7 More mils from day 1

Italy:
1) 3 more starting mils

Maybe allowed that spain can create the Iberian Nation when he take the Mainland of Portugal or annex Portugal and take Gibralter with cores?

Sorry Spain is already very strong I don't want to add more benefits to it as that would mess with the balance of power.

HI. Do you think it is possible to have a mod which only modify soft attack values ? Or I could make it but I don't know which game files I have to modify.

Copy the units folder and anything that has to do with tanks and arty that will give you the 1.4.2 soft attack values

It is weird that for example light tanks, and artillery, have inferior soft attacks values than the vanilla ones.

Not for arty but I believe the tank ones are lowered because there is a secret value that gives a 1.5x bonus to all tanks

Is there a reason you nerfed Mobile Warfare, but not Superior Firepower? SF is generally a must pick in MP.

@DerRitter It is because we use soft attack from the 1.4 version of the game. Therefore superior firepower isnt that important. It is very important in vanilla meta as is because of the lack of soft attack. But we remedy this by adding soft attack to artillary and tanks
