Raider Faction: Rogue XCOM Operatives
The Aggressive Civilian
Add a police force or militia consisting of people armed with suitcases. Their squad consists of 1 person, but can influence the course of the battle. They panic. Later they receive poisoned ammunition and rifles (instead of a pistol). Also, some of them can have shockers (dehomed) and pepper sprayers (disorientation of XCOM fighters).

They can be dressed in combine clothes from Half-Life. Those who are at the level above - can call through the portal of simple aggressive civilians.

I think it'd be better to have have a pod of resistance soldiers labeled/dressed as civillians and only carry pistols. Or heck, replace all civillians with resistance soldiers so they actually try to do something when being attacked. I'm tired that the civillians in retalliations just cower rather than actively hide/run away.

@Jose: in fairness, remember what that Retaliation looked like in the cinematic. I'd go fetal position too in some of those situations, specially since running just makes you a far more noticeable target. you also have to remember not every Haven is actually a resistance base. a lot of them are just Civvies who wanted to live away from ADVENT's pain-in-the-ass rules like, you know, actually eating real meat and non-alien vegetables, owning pets, not having to show your ID to a lamppost...

speaking of the "No Pets" thing, I'd love someone to do a port of Dogmeat or something so we could have K9 Troopers, just to give Man's best friend some well-deserved payback

Eating meat is not justified by XCOM. Meat is eaten, but mostly it is from people (although aliens and argue that livestock is prohibited in the first part, we saw gutted cows). Most likely this is a measure of control under the guise of humanism.

This might seem random but does anyone have guide or information about making XCOM 2 enermys, Items for the XCOM soliders to use or the flag that appear on the back of the soldiers.
I want to get into mod making but trying to find some help

@Broloegion: actually, according to the novel, what people in the Megacities believe they're eating is "Resequenced Protein." A megacity gal in the novel actually throws up after finding out she ate actual meat. it's entirely possible some of the outlying towns still manage to get old-fashioned meat, but people in the Megacities're pretty blithely ignorant of anything other than what ADVENT tells them which can also be true of some outlying towns.

Said woman went to a town that had been apparently hit by a "Resistance bombing," and folks there thought the town she'd just come from was the one that'd been hit, proving ADVENT tailors the stories and doesn't expect anymore to actually take the time to compare notes between areas they control (not without "silencing" anyone who puts two and two together, anyways).

think the worst insult is any human casualties, regardless of side, ADVENT'll always dress up like "innocent civilians" and broadcast footage of them as "the horrors the Resistance causes."
