No "elect dark palace" decision
To build dark matter converters - and everything else - I need to "elect a dark palace" from the planetary decisions tab. However... there is nothing. How do I fix this?

Edit: realized that the "elect dark palace" decision is actually called "superior constructs"

I've done that decision on multiple worlds and still it won't let me build a palace
