How do my ruler "learn" a new "school of magic"?
And how do I increase their level in said school of magic?

I play as Jaddari Empire and need "enchantment: Legendary", and I have no clue how specific schools work, but I use it and just increase the influence of Mage estate to make the basic spells more powerful. How do I access other spells, if there are any?

If your ruler has the powerful mage trait it unlocks the magic system. Among other options is a train your mage decision. Successfully training your mage increases their rating in the school you chose to train, unlocking new spell abilities. You can repeat training the same school multiple times to reach legendary status.
