I don't see the edict, it has to be on an specific state?
The decision shows the amount of AIA agents/covenants (but it never goes up from 0)
When you click on The Covenant decision, it pop up an event that allow you to infiltrate an estate as long as you have enough influence to do so.
If both of those are not the case for you, come to the discord so we can do proper debugging, as it's easier to do than on Steam
