I'm playing Lokemeion in multiplayer, and I cannot complete the Alecandi Knowledge mission, despite having my capital in Alecand region (starts in), having 500 crowns, and having an ally with 150+ opinion. Am I missing something, or is there a bug?

Also, not related but when I try to get an alliance with Larankar, it shows "taychend suffers no interloper". What does it mean? I usualy play in french, and don't have that much experience in the game, so I might be missing something
