Mission: The Artillery

I have fufilled the requirements for completing above mentioned mission, having at least 20 artillery, and completing "The Army", but it still says "You cannot complete this mission".

This is blocking me from completing the next mission, thus also moving on to the rest of the mission tree.

Has anyone else experienced this?
