Maybe I miss some tooltip or event somewhere, but I quite don't understand ghost emperor mechanics (after I formed the new tag - Baihon Xinh - which enables them).
I see there is something called willpower and I may seek for gem of fascination via ghost emperor menu event, but I miss the mechanics behind it.

It may not help that original ghost died by a "natural" death (no event or battle - probably bug ) in my multiplayer game when I was still Hon Sai, so I lost the original government form (which seem a good thing but may cause some inconsistencies) but some events still thing he is there.
