"Too remote & inhospitable to be permanently settled"
i cannot colonise many provinces in the region south of cannor, south aelantir, or pretty much anything on the east. is this a glitch or not? there are either massive wastelands or the provinces say "Too remote & inhospitable to be permanently settled" when i try to send a colonist

Cause it's unfinished provinces, they literally don't even have a proper name yet and are called Anbennar XXXX

I was so dissapointed seeing this as the Phoenix Empire. I thought of it as an alternative strategy to peaceful expansion since normal colonizing is not really in the cards for this Empire, if you play as a devout Sun Elf.
