1) The Darkscales have the "Roaming Horde" government which lacks migration, unlike the Dwarowar Warbands and Dwarowar Adventurer Companies. Presumably an oversigt.

2) If Syzirzex is formed *after* reforming away from tribal, the state ends up with both "Settled Horde" gov't and whatever they originally had. This overrides the estates from the other gov't with Tribes, and keeps the -2 diplo relations from being a horde. Forming Syzirzex first works normally.
