A lot of the time the less-than-stellar portraits boils down to there just not being a lot of good artwork and a lot of the early work in the game when Rinbro worked alone on this mod were a bit rushed. The two examples you mention (Gandhi a bit less so after a recent update) are a combination of the two really, and just like we've revisited other plaaces that were a bit rushed early in development we hope to take a second look at places like India to see if we can improve things. Because yeah, there's a fair bit of room for improvement with the portraits that were added in the earliest days of the mod, no getting around that fact!
If you have any specific suggestions and find yourself able to do so, please feel free to join our Discord server. A fair bit of fan feedback has ended up being implemented into the mod after all. :3
