You can disable Caps system in the settings.

Never had an issue with caps, keep selling outdated eqp. to the gun runners and you can use that to pay for decisions.
other than that i rarely have more than 3x24 div in the end as the enclave.
not many, but all are high quality.

I always play Reformists, but sometimes I either go Full Democracy 100% Legitimacy, Half-Way like Segregation but with Rule of Law and Elections, or just Purists without the Genocide Aka. Segregation, Presidential Dictatorship, Martial Law, and etc. Its nice to spice things up a little here and there. But, I mainly go for Full Democracy as reformers, with the new mechanics it is super Easy to have 100k manpower in reserve now after you beat the NCR and gain full Compli. or cores in their lands.

Purist, because I love the head of government portrait and love to act as a genocidal imperialist enclave, but I don't like how much less focuses and liberty it has compared to the reformer path.
Like the reformer you have a vast range of choices and practically give the player a bunch of choices to make his own enclave who could be the new USA to just a new form of the old enclave.

I prefer reformer path with Hayes as vice president, I just love this "romantic" vision of Enclave who try to build new US. I hope that Bethesda in fallout 5 give us Enclave as a faction we can cooperate and trying to build new world ;)

Purists. I wish they would get an overhauled tree to be more comparable to the bounty of options that the Reformers have.
I like the Purists for the fact they force to you go tall and that makes for a more challenging game. And they have the best toys.

Reformer is always difficult for me because i need more unit without FKING POWERARMOUR is broken and Purist is easy and need more PA unit but its too hard 1vs50:steamhappy:.

go to the Game Rules the place where you decide a countries path, fort levels, and etc., if you scroll down enough you should see cap system and be able to disable it.
