Province won't convert despite 31% chance yearly
I've had my 23 learning court chaplain sit on Nantucket for years now, yet despite having nearly a 1/3 chance yearly of converting it's stubbornly stayed Pelagic since I conquered it several decades ago. I'm playing as the Redcoats so is that an issue there? Is there a bug or am I just extremely unlucky?
