With regards the Kislev, I approached the names in terms of the LL going from control of their own respective court to the entire state, so in the beginning Katarin's leadership is challenged and she only controls the Ice Court, before extending her control over the city of Kislev akin to Ivan Grozny expanding the Grand Duchy of Moscow towards the Russian Empire etc etc. The final stage relates to Ursun's Tzardom after the defeat of Belakor and (presumably) roleplaying the restoration of Ursun. Ulric is a minor god in Kislev so the Tzardom wouldn't take his name.
Regards Tilea, I was under the impression that in the old 5ed lore that Tilea at one time had been part of a Empire of Remas, with it's Colosseum etc. When I have looked back, it perhaps got retconned or perhaps I am remembering some fan lore. But the Empire of Remas is still in the lore for the Leopard Company. It might perhaps be better to reference Tylos or Kavzar rather than Remean, although Miragliano could be seeking to be a successor state to the Empire of Remas, as in the New Remean Empire
However, the use of the word Tzardom, doesn't make sense to me as Tilea doesn't have Slavic references?
