How to get element extract?

I just can't seem to figure it out.

Once it is researched, elements are extracted from chunks at the stonecutting table. They can be further refined into usable precursor at the drug lab.

it's a special bill, at the smithy.

I only find iodine at the smithy, should you be able to make all elemets yourself or do you need to trade some?
