This issue was fixed in the 10/26/17 update
Are you two playing with other mods as well? If so, it would be helpful if you listed them for me to check out compatability issues. Also, if you could provide some info about how exactly you started the game and got this bug, it would be helpful. Like what Era you started in, map size, standard ruleset, etc? Maybe you noticed it happens no matter what the configuration settings?

I was using the "Greatest Earth Map", in the Ancient Era on Epic speed. I was using the Standard Rules.
Edit: Tried it again with a totally different map setup, and it still had the problem.
Since you mentioned it was coming from Civics, if you are able can you try doing what I describe below and letting me know if it fixes the problem?
1. Go to the mod folder: C:\Program Files (x86)\Steam\steamapps\workshop\content\289070\1160514388\ (On Windows)
2. Open the "Core" folder
3. Open the file called "CNO_PCM_Techs_Civics.xml" with any text editor, Notepad or Wordpad on Windows.
4. Delete everything in between the GameInfo rows, so that the final file looks like this (you can also just copy and paste this code over everything):
5. Save the file and close it. Now try to start a new game and see if it is fixed.
Thanks for trying. I will keep looking, but right now I have no idea what could be causing this.
