He explained it a bit bad. It can only form if a nato country goes to war, but they are not forced to accept it.

Seems kinda odd that you have to form NATO and most NATO countries wont even accept the invitation because of the ai modifier so its only fair to do the same with the cominform since that faction didnt exist until 1955 when the warsaw pact was formed.I know you're making the mod and its your decision to remove NATO its up to you.

having nato as regular faction lowers the fps and makes them join the colonial wars, which is not something that should happen.

I think NATO gets formed as a faction when a country with "NATO member" spirit gets attacked, I might confuse it with some other mod (haven't played this one in a while, PC can't handle it). Makes sense, as NATO was a defensive alliance (ahem) after all, and it prevents the AI form joining the colonial wars, as mentioned
Also, Cominform was formed in 1947
