Make sure your Community Highlander is enabled and is loaded properly. This is the case when you see the "X2WotCCommuniyHighlander 1.3.0" on the lower left of the starting screen.

I checked only the X2WotCCommuniyHighlander and doesn't show up in the lower left of the starting screen...what does it mean?

It means the highlander isnt loaded properly.
Check you XComModOptions.ini for duplicate entries and delete all duplicates.

I have the same problem. When I have a suppressor on and I aim at an enemy, it doesn't show the stealth icon on the top of the screen (the chances of getting revealed). I have X2WotCCommunityHighlander installed (but it doesn't show on the bottom at the main menu). I also have both mods checked in the mod launcher. You said to check the XComModOptions.ini, but I don't seem to have it in my XCom 2 folders
