from the ashes block to tier 1

Hello in the GC from the ashes in republic i cant evolve to tier 2 i cant build research facility any tips are its normal ?

Alderaan, Anaxes, Bothawui, Cato Neimodia, Corulag, Coruscant, Ithor, Muunilinst and Naboo are the planets you can build Research Facilities on.
